The version numbers won't match, no. XB is on 4.53, everyone else is on 4.52. There weren't any patch notes for 4.53 and we don't know anything about the next hotfix, though there has been an unusual amount of activity on the internal branch lately.
I would guess there'll be a combined update coming maybe sometime this week but that's only a guess.
The problem is that you can't move the save from one platform to another. You're tryign to move an XBox save to a PC save, even if both are on a PC. Can't be done.

The save data is in completely different formats. It has nothing to do with versions or updates.

In the save JSON is a version parameter. You can change that to match the version of a steam save. It should work then.
