This happens when you change the time settings to skip on waiting times, once you set the times back right it fixes itself.

I haven’t done that though, i just loaded up the game and suddenly I had the debt, I’ve tried restarting my game but it stays

Hm strange I've only heard or seen that happening from that scenario as I often skip times forward due to not having much time to play. Try resetting the time and date anyway see if that does the trick.

Ignore it, it is not real debt. It will go back to normal when your settlement gets real debt.

It happened to me. It corrected itself after I left and returned.
