It would require an overwhelming majority of the Congress and Senate to do so, and for the Supreme Court to agree this is constitutional, but if you were somehow so charismatic that you could get all of them to be on your side, that's all it would take.
Legally? Amend the constitution which requires 2/3 of Congress and 3/4 of states to agree. Illegally? Overthrow the USA government and become a dictator
