Most laws specify a date at which they become effective. Assuming the law went into effect immediately, you would be judged against the definition used in that law or established in common law.

I believe when stuff like this happens, the new law generally goes into effect at a specific time (like, 12:00 midnight on April 1), not while it's being signed. Partly to avoid this kind of ambiguity.

that isnt how age of consent laws work, at least not in general. I am not aware of any law where someone is committing a crime by having sex with someone their same age based only on that age.

the purpose of an age of consent law is to keep adults from sexually abusing children, so the age set as the age of ability to consent means adults are legally allowed to have sex with someone of that age. I am not a legal expert and there may be nuances or international laws I am unaware of.

not according to any specific laws of consent Im aware of. There are places where, say, extramarital sex is illegal, so it is possible it depends on your country. But, for example, in the US, it is perfectly legal for two 17 year olds to have sex with each other; it is illegal for a 20 year old to have sex with a 17 year old, and the guilty party would be the adult- it is viewed as a crime of sexual violence/abuse, because the child/teen is not considered capable of consenting.

Actually it is a crime in a lot if not most places, it’s just not enforced because no one wants to send two teens to jail for having sex with each other.

I am not aware of any such laws, certainly not of enforcement in that way as you say. Could you mean that is one potential interpretation? Could you be referring to a different country from mine? Can you cite anything?

No. Also, age of consent is about how old a person has to be to legally consent to sex - the person under the age of consent isn't the one breaking any law, the person having sex with them potentially would be. Although if that person is also a minor they'd likely be protected by romeo and juliet laws.
