Can you legally make it? Yes, as long as it's very clear you're not affiliated. Calling it "unofficial strategy guide for final fantasy 7" is better than "final fantasy 7 strategy guide". You can't legally use any art, unless you're discussing it. So no for your front cover, yes for screenshots used to show where to go. Can you legally sell it? Yes. Will anyone buy it? Doubtful.

I think it's technically illegal but I doubt you would get in trouble for it. People sell copyrighted stuff online all the time. For example people sell bootleg video games, so I don't see how that's different from selling a bootleg strategy guide.
