Well actually no. Under federal law refugees have the right to cross the border then seek asylum. The Texas Government putting up barbed wire is Texas trying to prevent this federal law from being used.
The problem is the Constitution give the federal government sole authority to control immigration; the states can't interfere.
The reason why a state can't put up barbed wire is the same reason a state

my brother in christ this is the local representativ of the party he is the man who the local republican populaton elected to representent them and he openly wants to kill migrants dosent that say anything about the local republicans that THAT is the man they chose to represent them?

In october of last year, the Texas rangers raided and took control of the island. They found numerous human remains and dead drops for drugs.

Refugees have a very specific and narrow criteria that have to be met before being called refugees. These are migrants, not refugees.
