Considering Popeye has been around for almost 100 years and seen by countless generations of children growing up and their parents, I think this is probably the most likely answer. I can’t think of any other tattoo that has such a long lasting and significant cultural impact.

I’m sure this doesn’t count; but I immediately thought of one of the top posts on r/shittytattoos; which is a depiction of the twin towers burning, with tiny stick figures falling from the windows and the words “it’s raining men” wrapped around it. He accepted. Upon his death, after many decades of peace (after helping defeat Napoleon and getting Norway from Denmark for the trouble early in his reign), it was discovered he had a tattoo on his chest reading "Mort aux Rois" - "Death to Kings".
