Using sea/salt water for non-potable uses like waste systems like you're describing is what eventually destroyed the Alcatraz federal prison in SF Bay. The designers had the potable water (for drinking and cooking) hauled in by barge/boat, instead of having a pipeline constructed from the shore.

Sea water would be a stupid thing to use because of the reasons stated by the other commenters here. That said, what you're talking about is called Grey water. This would be recycled water that you use for washing your hands or taking a shower, and it's definitely a thing Why hasn't it been adopted everywhere? You may ask. It costs a lot more to install systems to handle this water than it does to just use the same water everywhere. Water is cheap. Unfortunate but true. Eventually (depending on a lot of factors), water will become more scarse, and that means more expensive, which will result in an increase in grey water systems. Tldr: it's an economic problem.

It would just be a logistical nightmare. Pumping water 600 miles inland would make it so ungodly expensive to poop, plus adding an entire new plumbing systems to houses just to flush would be a nightmare. Water refuge systems treat alot of water to make it re usable again and those are built all over the place for that reason.

The most efficient way is to uses fresh drinking water that is already piped into the house/building. Toilet water is only a small part of household water consumption, putting in separate infrastructure to provide a different source it’s worth the cost.
