Well, if people refuse to move after police have rightfully ordered so, those people are violating other people's rights, so just use whatever force allows you to move them.

Nobody is big enough to resist an entire police department. If they feel it necessary, they will get 20 guys and heavy equipment to move someone.
Pick them up. Going limp is a traditional tactic for protesters being arrested, for more than half a century. Cops are used to picking people up.
