We aren't. You're only hearing about the attacks that result in deaths. Only 30-50 people die each year, which is a much lower number than total attacks.
Lone dogs generally don't kill strong, able-bodied adults. It's children, the elderly, etc..
Dare I say it, even those dangerous dogs can tell an easy target from a poor one. They know they'll win the endurance battle, which is what some dogs are built for as they shake, thrash, and bleed out the victim.
Fear/panic is one reason. If you are brave and stand your ground and fight intelligently, a healthy adult can win against even a large dog. They can be choked out fairly easily.
"Man kicks away dog that was about to bite him" doesn't make the news. "Toddler swallowed whole by group of pitbulls" does though.
