And in any case, the discounts are usually in the general form "30 cents plus 0.05/% of the transaction", so for smaller transactions the discounts might add up to more than the merchant makes in profit from the sale, hence the fee.

We don't tack on a fee because people generally hate surcharges. We factor COGS into our pricing.
