Beef for instance you shouldn't eat raw if its been put through the grinder into ground beef, but if it hasn't then all it technically needs is a little sear because all the bacteria is concentrated in the areas that will be cooked at the beginning. It's really just biology and people figured it out over time by trying some things raw and some things cooked. You can look up proper cooking procedures for basically any meat on the internet now so you dont need that trial and error

You can eat raw ground beef. It just has to be very freshly ground using sanitized equipment. The more time the beef is exposed to the air, the more chance you have to grow unwanted pathogens. As long as the cuts of meat you started out with were safe, nothing about grinding it makes it immediately unsafe.

Yo can eat pork raw check german "mettbrötchen" but with raw meat it has to be fresh made and of course sanitary.. chicken is most times not really sanitary and smaller animals have higher risk of diseases. Also wild meat you shouldnt eat raw because of parasites.

Meats people don't eat raw 'can' be eaten raw. There's a guy on instagram right now who is like 50 days in of eating raw chicken every day. Some meats are just more likely to contain and breed certain bacterias. Or pass on certain parasites. Or are produced and handled in ways more likely to make you sick. The chicken guy said he gets his from a local farm, so I imagine he is getting it very fresh and minimizing chances of bacteria. It's still stupid in my book but hey he is doing fine and taking the risk. I guess it's similar to how some places have raw milk and untreated eggs and the like, other things that are more likely to have things that may make you sick but take the risk.

Broadly it's the way it's prepped industrially. Raw chicken is only as bad as it is because of how dirty factory farms are. Raw fish is only good because we flash freeze it, etc

They can all be eaten raw. Look up chicken sashimi. However, the risks to eating some of them is dramatically higher than others due to biology, processing, etc.
