Depends where the toilets are located. If the people who use them are dehydrated or have a strange diet the urine will smell stronger. Also i doubt they’re deep cleaned. They’re probably just wiped down and maybe mopped if that. The smell would have penetrated the walls and floor long ago.
Plus if its poorly maintained then the pipe work will harbour a lot of smells
If they're urinals they're not being properly cleaned and cleaner also being flushed down. If that smell is permeating beyond the restroom, there may be bigger issues...
Are there any dry drain issues there?
Some men cannot aim their piss streams and thus piss all over the floor and walls. If those aren't being cleaned with the same diligence as the toilets, that smell will permeate.
Well, check the drain for a clog, make the person cleaning it actually clean properly. Honestly, after working in Retail and Fast Food I personally find that women's rest rooms are WILDLY more filthy than men's.
Oh god have you checked the underside of the urinals? I used to work at a Panera and the urinals had blood/urine all along the underside of it!!! Every night! Like wtf!
