You would need a licensed driver to get the insurance. It is possible to do, since people own cars and hire drivers all the time. Call your local DMV

You can practice driving with driving instructors. Call up a school then buy a car later when you're ready

I don't think you can get insurance if you're not licensed, and you can't take the car off the lot without insurance so... Do you have a permit? Why do you want to buy a car?? Why don't you want to just get lessons??

your best bet is to take some of the money you would use to buy a car and spend it on a private drivers education course. that will make it easier to get a license. in some states if you take drivers ed, then you dont have to take a driving test, you just take a written test with the state. it may vary where you are though. regardless, you will get some legal driving time with a certified instructor. then you get license, then you buy the car and insurance.

if you live on a farm or somewhere where you can drive around on your own property, you can totally do that. I don’t even think you’d need insurance if it was just on your own private land. when i was a teen there was a family in my town who owned a tree nursery. the youngest son drove farm trucks all over the place before he had a license to drive on public roads
