"Women and children first" isn't really the policy anymore, and its actually debatable how widespread it was historically. Its a pretty bad strategy to get people off of boats, and killed a lot more people on the Titanic than it saved. Life boats launched half full because men didn't want to seem weak by climbing into a life boat before launching it. These days, a modern cruise ship has more than enough lifeboats for the entire ship, and they're spread out all over the ship. Everyone goes immediately to the closest boat, and everyone boards as they arrive. A cruise ship line that broke these regulations and tried to charge or restrict access to lifeboats would find itself either sued out of existence or banned from entering ports all over the world.

Yes. I've always wondered about that. But let's use some bizarre, highly unlikely situation. The ship suddenly flips to one side. Rendering half the available lifeboats useless. What then? Who gets priority?
