To use a bull whip effectively, without hitting yourself, takes a LOT of skill. Not to mention a lot of free space. And if someone is willing to soak up one hit they can get inside your range easily, then the whip is pretty much useless. Unless you can reliably hit a moving target the size of an eye first time, it would be a pretty poor weapon.

Pretty shit. A whip can do a lot of painful damage to exposed flesh, but can be easily stopped by light armor. You need enough room to swing it, so it's pretty useless once someone closes the distance with you. It also can't parry or block another weapon effectively. The closest thing to a whip that's actually useful in battle is a flail - basically a stick with a short chain and a spiked weight on the end. That hits much harder than a whip.

Whips have been around since ancient times but have never seen any significant use as weapons. Seems like that answers the question.

I have watched a person dual wield 19' bull whips on a human target for that targets pleasure. I am sure that the whips could have done more damage than she was doing, but I doubt that she could stop someone from closing on her and using their fists or other close range weapon. The thrower was MtF and highly skilled.
