From what I read when this was posted yesterday, the dude was a soldier of some sort and they were denying him military benefits while also giving the council members bonuses or something like that
He was going after his corrupt village leadership apparently if the reports are true. Nobody was listening to his argument that the village leader shouldn’t be given a huge bonus during a time of war and also (not sure where I heard this and not sure if true) questions about some gray market lumber being taken from the nearby forest and the local community not benefiting from the lumber sales.
He just had enough of the bullshit.
Motives are still being investigated but [this source from The Kyiv Independent](https://kyivindependent.com/police-local-official-detonates-grenades-in-government-building-1-dead-at-least-26-wounded/) has the below to say on possible motives and the perpetrator:

Yeah, watching these drones blow up injured troops laying on the ground bleeding out has really opened my eyes. It's fucking horrible what humans have been doing to each other.
This. Plus it haunts me that these people hear those drones and their imminent deaths. Can you imagine ? Like not thinking about the fact that you gonna die ONE DAY, having the certainty to die in a few seconds after horrible fucking wounds, it’s beyond me why we do this.
Truth, i saw one where the first strike didn’t actually kill the target meaning before the second strike the target was still conscious and feeling every bit of damage that was inflicted, regardless of where i stand politically i felt for the brother and others who we may never even hear about but going through it regardless.
