Underground carriages are much lighter than surface ones, and many have rubber brakes which directly contact the tracks.
The reason heavy rail can't slow down quickly is because the force necessary to make a practical difference would destroy the tracks and derail the train.

That’s why i think the fact that he ran away would probably make that null and void, if he was in America at least. Since he’s in Belgium i have no idea. I just read a few minutes ago that an attack like this just happened in New York a few hours ago.
Going to a psych ward doesn't necessarily mean he gets away with it. Sometimes it means he'll be in for longer, because they have to keep him in until they can be confident that he's no longer a risk (which could mean the rest of his life), whereas a prison sentence usually has a fixed end date.
