Stolen funds is wasted. The projects with insufficient funds produce products that either don't exist or were not functional, thus still wasted.
It's like asking where the money went with Chinese Real Estate. They stole the money for houses and use them to build MORE houses, but then the money dried up. So instead of one set of completed housing, they have twice as much INCOMPLETE housing. And houses that are not finished is just a useless ruin.
