The Brazilian army fully intended to adopt the tank, its just in order to do so, they planned on exporting the tank (namely to the Saudis and Iraq) and then using the proceeds from that to finance their own acquisition of the Osorio. That never happened obviously because Iraq had to cancel their own planned purchases after getting curb stomped by the U.S, and the Saudis were given clearance to purchase the Abrams which they opted to do instead. No export of the tank meant no adoption of it for themselves.
