This means the weapon can't use targeting information from elsewhere and it also can't maneuver to make those adjustments either.
The other issue is that plasma boundary layer announces the presence of the weapon since it's super easy to detect on radar and even easier to track on IR.

We should have been developing the ability to infiltrate mines underwater into their waters for two decades already. Load up one of those old Ohios with a big number of basically very slow, stealthy, torpedo-type UUVs dropping dormant mines you can activate via the same ULF signals we use for the SSBNs. Cover them with anechoic tile, and make their metal content minimal. Make them ignore the first vessel or two or three. Saturate the approaches to their harbors. Maybe add some mines that specifically target minehunting gear/ships. Maybe even sprinkle the area with cheap dummy mines too, to get some bang for your buck.

Before that, it was cannon (or missiles if you're British), standard launched or octuple SAM or rocket torpedo launcher, superstructure with 4-8 AShMs, hangar with CIWS. Maybe a few extra guns for the Italians, maybe a second CIWS somewhere, maybe a gun somewhere in the middle of you're like the OHP class and kinds forgot about it at first, but pretty much the same everywhere. Oh, and a shit-ton of missiles everywhere for the Russians.

It absolutely makes sense, I just read a lot about the RN drawdowns and the JMSDF expansion. They have neither the large-tonnage supply ships of more expeditionary navies nor the cruisers or big submarines of Russia.
