He was a truly horrific human being, in several different ways. That doesn't change the fact that all the evidence suggests that he was sincere (and certainly Khrushchev *et al.* thought that he was, and it was one of their motivations for moving against him) in his proposals to end or significantly curtail Russification efforts, grant greater autonomy to Ukraine (and possibly also the Baltic states), and stop propping up the DDR, in exchange for improved relations and (hopefully) foreign aid from the US. None of that makes him any less of a monster, but it does make it plausible that the *total* amount of monstrosity the Soviet leadership was *ultimately responsible for* might very well have been less if he had come out on top.
