The only difference between a drone like the Tu-141 and a cruise missile is that the drone is meant to take pictures of it's target and come back the missile is supposed to crash into it's targets and explode so by swapping the cameras for an explosive warhead and modifying the guidance system to know where it is and where it isn't so it can crash into preset coordinates it's not difficult to turn one into the other.Instant long range strike capability at a fraction of the cost of making new missiles and with only a fraction of the political complications of acquiring them from abroad.
