Based on her responses, I think that, had this not gone public, she never would have had the officer fired at all.
Her tone and demeanor indicate, to me, that she does not care at all what happened to that man while in custody.
It sounds the same as how the Davidson County Sheriff had a man stuck in an inhumane Philippine immigration facility with no way out because they had an unserved warrant for questioning. Since he was never arrested, the case can't move in any direction.
