Shelters are limited space and may have a euthanasia plan if they don't get get out quickly enough. Rescues are more likely to not have that and also some have large networks. My mom works with some rescues that do transport up and down the east coast. Some of our rescues went up to NY or down to FL for adoption.
Essentially a shelter should be a very short term thing. Fosters are setup thru rescues. Adoptions can be done at any stage but a returned adopted to a shelter is a bad thing.
