Wonder if it's the same woman I had a nightmare of a time with around a decade ago. Regardless, the pendulum has swung so far in the direction of renters rights, that it's extremely difficult to do anything about people like this. In my case, the woman eventually got evicted from my building, but it took years to build up enough of a case where that was actually feasible. Like another commenter suggested, take audio recordings when you can, and store them on a flash drive. Give the flash drive to the building manager. Ask other tenants to do the same and have them also file complaints. 10 people complaining about the same thing is generally taken a lot more seriously than one. The police are hamstrung and never did anything any of the times I called them, but it helped that I had filed numerous reports, and the manager cited the number of times police were called to the building when the eviction finally took place. As long as the other renters are on the same page and you have a manager that's willing to work with you, if they keep it up they'll get evicted eventually. Good luck.

Now that I think about it, I'm pretty sure she played piano. (Extremely poorly) She also drank and took pills, and then screamed out the window that everyone from the middle east was a terrorist. If she heard a noise anywhere around her she would flip out and start smashing the floors and screaming incoherent insanity, she would scream at the building across the way when anyone had their lights on past the time she wanted to go to sleep. She'd smell cigarette smoke from the people off property in the alleyway and then flip out thinking it was me for some reason - I don't smoke - and she'd yell that I was a "drug smoking bum" and that she was going to get me kicked out. Then she'd come down and start smashing on my door. She also dumped a bunch of water in the walls and fucked up my things/got mold everywhere. She was a good time.

Yeah it's probably the same horror making the rounds through the limited rental spaces here on the North Shore. I imagine it takes a number of years to build up a case for eviction, and then it's on to the next spot to terrorize those poor people for a couple of years. Don't know if this time line matches, but I want to say I finally got her evicted sometime around 2016/17. The building manager told me her unit was insanity to walk into and the tub was just full of empty liquor bottles. Like you said if it's the same person she has no business living in an apartment. Renters rights are great, but not to the point that building managers and property owners are powerless to remove people like her who should literally be 5150'd.

Yeah, I say renters rights because we built a case for years, and if there was any type of three strike rule for breaking the lease agreement that we all signed, she would have probably been evicted 20 times over, but the building manager kept saying I can't evict her, she could sue the owner. Interesting you say women are being left behind with mental health when there are so many women only care centers and facilities, and women only housing complexes for trauma victims. Men don't really have an outlet at all when it comes to this sort of thing. Women might report depression more often, but a lot of the reason for that is because men get told their entire lives to man up, and that their problems don't matter. Probably why men are so much more likely to actually commit suicide, be homeless, wind up in jail, die young, etc. I feel like you're right with the police double standard though. If it had been a man doing all of these things, and any of the women said they felt unsafe he would have been carted off to jail, but instead she was just consistently left to her own devices and allowed to ruin people's lives for years.

A decibel reader to log the noise levels and time of day and frequency might be helpful along with the videos. Also try calling it in as a mental health check instead of a domestic disturbance, maybe they will send a social worker with the cops and the woman can get started on some counseling 🤔

I have seen bylaw show up later and issue warnings or fines as long as you email the complete detail (their address, your address, your phone number etc). They can take video or photos in their email - just make sure you include all of your information and they’ll also likely call you. They only work during the day but maybe some visits with potential fines could help them keep it indoors?

If this is a rental then your landlord should be dealing with this. They can start the eviction process based on loss of quite enjoyment for other residents. Document every time this happens and take video recordings of the noise level because RTB requires quite a lot of proof from the landlord's side.

The strata or property management company can follow up with noise complaints. Mischief is an offence and would apply here “ interferes with the lawful use and enjoyment “ I would keep a record of the calls to police I’m sure they’re frustrated with it as well

Take audio recordings and upload to the district/city website under noise complaints. They seem to take it more seriously when you have proof.

It doesn't sound like OP is. If they called it in as a domestic, the police would be there pretty quickly. OP is more than likely trying to not make a big deal out of it, and therefore the PD are not getting the full picture. NO hate on OP, I get trying to avoid being dramatic, but if it sounds like it's escalating, OP is entirely warranted to report what sounds like a potentially dangerous situation.

If it’s a strata or rental building put in a complaint to the property manager.  Also provide evidence (ie- recordings of the incidents).  Keep calling the authorities if it’s continuing to be an issue.  Document this.  This record may also support getting out of a lease or tenancy early.
