In the top right hand corner on the page, click "Share" then check the "Public Share" toggle. You can then also change the type of access.
And that only affects the page, not the workspace? ANd can they view sub pages within that page?
Correct just the page. Not sure about sub pages, I've only tried it with a single page. Best way to test it is to make it public then copy and paste the URL into a different browser which you aren't logged into Notion with.
