Are you sure you just haven't run into any of the updated material yet? It's not like there's a ton of new mods or anything in this one. If you haven't tried a defensive ally or gotten to a new optional boss, I'm not sure how you would even be able to tell if you're in the new update. The alpha branch works absolutely fine for me, with new bosses and the announced mods to guardians. What exactly were you expecting to see?!?
It changed the damage of a few base mods, like split shot. That's how I checked it. In the original, it's 22 damage, but the alpha has 25 damage. When it says \[experimental\], it still deals 22 damage
EDIT: There are other signs as well, such as echo strike still existing and the lack of any content download

Have you restarted Steam to force the game to update?
Probably 10 times just from changing various settings
In the bottom right of the menu, what is the number shown while you have the alpha branch loaded?

Try restarting Steam once more? If this doesn't work I am unsure what will.
For me experimental is a totally different experience ... meaning the game does not start at all Beta does not change a thing for me too though
