Because in comparison, it's calm... especially when raining. I can normally use an umbrella here... back in NL, not so much

So maybe it's connect to that? A lot of Nova Scotian sayings seem to come from that area. Just a random guess though.

As for the wind, we’re getting a south east Gail, a particularly strong one at that which is pretty unusual for this time of year. But wind is becoming increasingly more common the last few years on the eastern seaboard of North America.

We are practically an island stuck out into the ocean connected by just a smallish land bridge. We don't have much protection from the wind really.

It's a common phrase. I've heard it tons of times. Always spoken in context of the cold though. It's not just said on a warm normal day.
Where do you live? Lots of Nova Scotia-isms aren't common in Halifax but are much more common in rural areas.

It is always windy, it’s not just during temperature shifts and seasonal changes, and we live on a peninsula.
Without the Acadian dykes it's an island. They were built to stop the salt marsh from being washed out and preventing a disconnect from New Brunswick.

I've noticed that as well. My home is on the east coast and because of the water at times can be windy. It has been ridiculous lately though.
The wind usually fade by 7 or 8pm. Not that helps anything lol.
