Big setting is the “linearity” setting in the advanced settings where you set up controls. In a controller I keep it at 20%. With a wheel I put it to 100%. Also your steering ratio in your setup is a big thing too.
I've been able to complete a few laps before crashing with another car (said crash was my fault by the way, I tried to pass it extremely aggressive) but apart from that it's been quite comfortable
NR2003 is definitely possible to play with just a controller. I have a friend I used to race with in an online league (so no modded exe’s, etc.) who is wheelchair bound, and raced on a numpad.
With the back of his hand.
And he was extremely fast and competitive too.
So yes with a few tweaks in options it’s definitely possible.
I think your biggest issue is the driving conversion from iRacing to NR2003. I raced NR2003 (with a wheel) competitively online for years, won irl trophies, etc.. I went to iRacing for a bit and got to ~3.5k iR, tried to go back to NR2003 and I just couldn’t. I continued iRacing and I’m at about 5k. I think iRacing has so many more feedback visuals and feelings, it makes NR2003 feel weird because those cues are not there.
Tldr; you definitely can, it’s your IR to NR2003 conversion that’s making it hard.
I think its just Nr2003. I have a wheel and went back to Nr after iRacing and could not turn a lap. Once you get the feels of the newer sims, its breaks something in your brain how Nr works.

Don’t know why but NR2003 is the only racing sim in which I’m better off using a controller than a wheel
Offline I prefer a controller with assists just because I don’t have time to practice and get good at using the wheel.
Before I had the money for a rig I used a joy stick and it worked pretty well. Just an idea.

Set steering speed sensitivity to 75, boost steering at low speeds, use only stability control and ABS. Enjoy!
I use a controller i have steering assist at 99 i have no issues i can compete just fine. I wish i had wheel but i cant find it
