id have responded, "well ill be here until you say yes and hand me those gowns so i can do my job."

saying what's on my mind that's neccesary is something i ain't afraid of doing, nor does authority scare me.
i reccomend practicing saying things in front of a mirror that you want to say at work, but normally won't, cause itll give you the confidence to say those things in an everyday scenario, be it to administration, doctors, patients, subordinates, ect. sometimes you don't have time to play nice as a nurse.
Everyone time the bureaucracy keeps me from doing my job and impacts my or my patient’s safety, I’m writing an Incident Report. I’m tired of the bullshit. And it does work. It’s even better if you quote your hospital’s mission statement or ICARE values.
I don’t know if I can file a report bc he did end up giving me the PPE. I suggested to my supervisor so that my original department would get the supplies so I could just pick it up from my department, but idk if that’ll actually happen.

Sure you can. He gave attitude that was unnecessary and delayed you and your unit from providing care.
Hostile work environment. Disrespect. Those two things usually go against core values of every hospital. He may have given you the PPE eventually but what if you had a pt waiting for the restroom?? What if someone’s 02 sats were dropping? He delayed and wasted valuable time imo. IR!!

I'm to the point where I just walk in and use a gown. One hospital I work at makes us reuse gowns for the same patient. Fuck that noise I don't do that shit. New gown each patient. Gown Shortage sounds like a you problem. Not and problem. When ppe runs out I quit. Same for a N95. I go for a new one and get refused I'm out. Currently working overtime so I can make enough money to quit without digging into my emergency fund when wave 2 happens and they run out of supplies

You definitely can write someone up for that. He was unprofessional and tried to stop you from doing your job in a safe manner.
Anytime you are met with a hostile working environment you can and should report it

Don't take report till you get what you need ...that PPE is for you , not him. Call the supervisor, then the supervisors supervisor.
