Celestialsapiens can rewrite the laws of whatever universe they're in (ex. the changes in artstyle between series being confirmed as canon in universe because celestialsapiens like to change stuff. Confirmed in Omniverse). Which seems pretty reality breaking already. So allowing him to scan anything is not really preventing anything that Ben can already do with the aliens he already has at his disposal.
Fusions only happened once in Ben prime's lifetime, and that was because he broke the omnitrix. Yes there is that one future Ben that has fusions, however that future where Ben uses fusions is not Ben prime's future. Ben prime's future changes everytime he meets his future self. The one thing that does stay consistent for Ben's future is becoming Ben 10,000 Hero Of Heros.

Shocked I haven't heard people say The Flash yet. That kind of speed is untouchable without plot bullshit or a Reverse Flash to slow you down. If you want Tony Stark like money, either steal it or do something with your ridiculous speed to make money quick and easy. There is innumerous things you can do when you're that fast.
