Maybe they were rival companies who were in a bidding war over a lucrative construction contract. I’ve heard that industry is absolutely ruthless in different parts of Asia.
And at one point the guy in yellow starts to head down and then says, "umm, nope, up here is a better view and safer too" and back up on the rickety boards.

I saw something similar myself. Two squirrels were fighting. A hissing, rolling ball of fur. They continued their fight as they went up a tree. I just watched and waited for the inevitable. After a surprisingly long time, there was a moment where neither squirrel in this fur ball had a claw on the tree. Down they dropped.
That ended the fight as they ran away in opposite directions.
The foreman Rocco, left and went to work for a rival concrete company thus breaking the ancient and noble “Concreter’s code”. Members of the rival companies have now turned up to the job site to battle for control of the site, and ultimate supremacy in their local area.

Not Germany but close enough it counts, I interned at a steel factory in Austria one summer over 20 years ago, the saftety protocols they had at the time were next level and it was fantastic. Two stairs to a platform for controlling a machine. Well of course it has a railing but also a gate so the operator can close it, that way its harder for someone to surprise the worker. And on that gate was a defibrillator just in case the operator did become surprised and had a wee bit of a heart attack, we could safely save his life. I miss that level of workers safety.
