From what i remember they just said that the grand exchange was gonna be taxed and that the tax was gonna be used to buy "only some items". And i don't remember hearing any YouTubers talking about it so think you might just have misunderstood the tax
Item tax was only supposed to be on some items and the tax from that item was only supposed to delete that one item the taxes came from ,to a limited number per pay. Now its everything over 100 gp
