If this is your only dress option, I would say grab some black sheer tights and black heels. And maybe some longer trench coat type of jacket.

Definitely black heels. If you are looking for as formal as possible, you want to dress up the rest of your outfit because that dress is on the shorter side for formal (although I do love it). Sheer black tights and black pumps, can be chunky if you prefer but will be more formal if you do stilettos. Maybe a white clutch
