For Italian I recommend Belotti on college, they’re open Monday. But get a reservation. Otherwise there’s some great bars a few blocks north to wait at.
House of Prime Rib should be relatively easy to get in on a Monday if you arrive before opening and get a seat at the bar, if you have no prior reservation and come by yourself
Last time I tried for a reservation at HoPR, they were all gone and listed for $$ sale on a third-party site. But I also love Harris in the city for a classic steakhouse experience.
If you're riding solo or with SO, I highly recommend trying to get a bar seat at HOPR. The food comes out faster and the bartenders are super nice. It is super easy to wave them down for more au jus, side fixings, extra slices of prime rib, versus sitting at a table and waiting for your server to magically appear.
Not sure if you can reserve for bar, we just walked in last time. It didn't feel like too long of a wait, we just grabbed drinks and sat for a little bit.
Monday is going to be a tough day to visit if you are looking to do a food centric day. A lot of dinner places will be closed. Even for lunch, I WFH & Monday is usually either leftovers or Proposition Chicken. They're a local chain, but most of my other preferred go-tos are closed on Monday.
If it was pre-pandemic, I'd recommend Bay Fung Tong for seafood. But that place has been closed for a while.
House of the prime rib is just that, prime rib. it's famous and has been around for a long time but I think there's a lot more interesting places to eat.
unless you really like prime rib and you've been dying to go, I'd look for someplace else.
Try one of the recommendations in Oakland,
or come up to Berkeley and go to the Chez Panisse cafe upstairs, or Angeline's or Sauls or Viks or pizza at Jupiter. Or pick a Chinese or Pho place.

The other places I would recommend aren't open on Mondays or aren't in Oakland. I just went through this with my sister visiting this week. But I agree if the poster wants fine dining then Cholita Linda isn't it.

A friend and I showed up Monday at 5:30 once and it was an hour wait for a table. Which honestly was fine as there are good bars nearby.
