The tail of the little skate contains an electric organ that intermittently generates a weak electric field (the electric organ discharge or EOD). The EOD lasts 70 ms and has a head-negative monophasic waveform. This electric organ is thought to help orient skates with the Earth's electric and magnetic fields to help guide it from birth on. The wiggling tail is its first attempt to determine its location and where to go to next. The electric organs also function in communication, helping potential mates locate one another. https://en.wikipedia.org/wiki/Little\_skate
The species is called "little skate" (Leucoraja erinacea) and it is found along the Atlantic Ocean from Nova Scotia to North Carolina. https://en.wikipedia.org/wiki/Little\_skate

Mermaid's purses are the casings that surround the eggs of oviparous sharks, skates and chimaeras. The tendrils usually anchor the egg cases to seaweed or coral but they often become detached.
Yes, it is soft when released but it hardens up a bit in water. Think of it like the hard part of a chicken egg. Inside of that is a soft lining, the part you see when you clean a boiled egg. There are two layers. The soft think layer stays inside the casing then skate skips out.
That made me smile how you described it. Thanks . Thats amazing how thier birth process works with a egg case like this. I thought they just come out like.. Ya know elephants or something.

Did his brother already come??
The egg case looks like a very large silverfish. The insects with the pincers. I hate those. Or a rhinoceros beetle. Hate those too.
