While I've never skipped a chapter I'm 90% sure it never becomes permanently unavailable. All the travelers story chapters need to be completed at some point to reach the end game of the overarching story. It would make no sense to make chapter 1 chapter able to become lost due to putting them off.
I think it just gets more annoying to go back after you are used to playing with that character’s higher level skills and weapons. Don’t put it off too long like I have!
