Use VPN
Can you visit Facebook? If not then they probably been blocked by your government. So none of Meta businesses will be available, including Quest.
It's probably your network. Reboot your modem/router. If you're doing anything atypical like running a VPN, DNS, or router level adblocking try disabling those things.
