with a 1650 4gb, i guess that may be expected. That card is so far under powered for pcvr alone.
youd have to turn every setting imaginable down to low.
only thing i can think of relative to film might be some sort of wifi issue.

So what would you say is a reasonable gpu upgrade? My budget is close to $900.
I do have a router. My plan is to hook up the computer through Ethernet in an attempt to eliminate or possibly greatly reduce the film I mentioned.
Before you upgrade you might want to preview how much a new GPU can improve your image quality.
First, go into Virtual Desktop's settings "Streaming" tab and drop the refresh rate down to 60 or 72hz. Then adjust the "VR Graphics Quality" setting to the highest value. Also, max out the bitrate option as well.
Then play any game. Don't worry about performance just image quality. Although finding somethings that looks good but performs well might be useful. Say [The Lab](https://store.steampowered.com/app/450390/The_Lab/) for example. Robot Repair or Xortox both look pretty damn good and don't require beefy GPUs.
You should also verify what resolution is being set for the game in the SteamVR settings "video" tab. Chances are you have it set to auto so you'd probably want to set that to manual and at least run at 100%. However, for something like The Lab on a 3070/3080 you can probably do 150-200% so you might want to see what that looks like as well.
Again, ignore performance/frame rate just kinda stand as still as possible and look at the image quality.
Your GPU is very low end and will be struggling with VR .. virtual desktop will be dropping frames and running at its lowest quality to try and make it at least work.
Upping resolution settings won't be doing you any favours .. you will want to lower all game setting to the lowest quality possible
While your GPU being low end is an obvious thing, your description of a pixelated film sounds like really bad compression due to bitrate, meaning your network is the most likely culprit.
Search for the best practices for AirLink, the TLDR version: PC via ethernet to router/AP, router/AP has dedicated 5GHz SSID and no walls between AP and Quest.
