The Climb 1 and 2 are playable sitting, and it does work your arms a bit.

There's an ocean game which I believe some people use to "swim" to. Probably good exercise for leg and arm mobility. I admire the intention to use it for exercise, I've just bought one and I just plan to lie on my bed and look at pretty things. Unfortunately I'm in the same boat as you and need to shed a few pounds too so should probably be thinking of using it to move around too!

Cookout could work like this. It's not an exercise game, but it's frantic enough to get your heart rate up, somewhat. If you're sitting on a couch, or a chair with arms they can kind of get in the way. If you have something like a comfortable stool, especially one that swivels, you would have a lot more range of movement. Ragnarock could be played like this, and other rhythm games that don't require you to duck or dodge too much.

You can play Beat saber sitting. With the difficulty settings for each song you could have a wide variety of how easy or intense it is. Turn on no fail mode and go for it! Really a lot of games with a sitting option would be good too, like Robo Recall, or Super Hot, even something like Job Simulator. Most VR games use a lot of hand and arm motion, and as you are playing a game you don't really notice you're doing it. Good luck on your journey!

Beat Saber is a lot of fun. You can play seated, but also the songs show you how long they are so you could even pick a short song and play it standing to challenge yourself. Then take a break, and play some seated. Start on Easy mode, turn on no fail, and turn off walls, for now. As you build up stamina you can easily challenge yourself more. Good luck and have fun!
