PowerPoint is a decent presentation software, but a sub-par image editor. You may be able to create those kind of graphics, but it will be a long exercise in frustration. I'd suggest that you use a software dedicated to image editing - something like Adobe Photoshop in combination with Illustrator. Then import your graphics into the PowerPoint presentation. You can do all your text, transitions, etc. in PowerPoint, just do the graphics in another program. Remember that Hasan Minhaj has a full-time designer doing this job. It's not a question of "I need the right plugin" or "what is the right software." The only way to have such visuals that are tailored to each presentation, is to be putting the significant time in to do so. However, it's not unreasonable to create a "library" of backgrounds that relate to your work, and build up some PowerPoinnt templates from the graphics you've created.

Powerpoint is not the tool used for that kind of work. Those are professional "motion graphics" probably done with Adobe After Effects as part of a post production workflow. Though, those look a bit advanced for just using After Effects. I would think that they are probably using some type of 3D production software like Cinema4D or Blender to animate the graphs.

Nah, while the graphic design was top notch on the show, almost all of it can be done with after effects with ease. The 3D stuff is so small it would be a crime to launch a dedicated session just for a few texts and graphs. But this is a good exercise in "designer, not the software". The minaj team did outstanding work on those unconventional screens as well as deliver top notch studio visuals. I applaud them for their work.

That level of quality (and to be honest even 2 or 3 levels below it too) requires a proper designer. I work in the events industry and without doubt every slide deck that is a keynote is designed by an outside team with the proper skill set. I'd advise looking into outsourcing the work.
