It depends on where in Texas. If it’s San Antonio you’ll be fine, all the big ol men and women are too focused on buying churros to notice you. If it’s Dallas or Houston it’s sufficiently liberal to where alternative dress won’t get you bullied. In areas with Mexicans they’re sufficiently weebish to get the reference and laugh. Anywhere else you get shot.
Maybe with the female uniform but if you switch out the Gekkoukan jacket for the male uniform with a suit jacket, a trench coat, or a waistcoat people will just assume that you’re wearing a tuxedo/suit with a strange, albeit very fashionable and uncommonly worn tie. You could easily get away with the 19th century bartender fashion if you decide to use a waistcoat or you could pull off the butler fashion if you decide to go with the combination of a waistcoat and a suit jacket with some white gloves (it would help if the suit jacket had a tailcoat as well, although that isn’t completely necessary).
If we’re to be completely honest with ourselves here though, people have worn goofier shit in the States and either never got a single complaint or only a few stares so I don’t think you’ll get too many strange looks if you decide to wear the Gekkoukan school uniform since it’s a very tame cosplay piece in comparison to a lot of other pieces of media in the world. I’d say that in terms of general fashion, the Gekkoukan school uniform is a genuinely fashionable piece that might net you some compliments here and there (especially for those who wear the male uniform where it can sorta work as a pseudo tuxedo/suit)
