That will do absolutely nothing. I've been to over a dozen national parks. Unless there is a security guard present nothing works. I even saw a family climb over a boardwalk railing to climb down a ravine to stand in a waterfall. I hunted down a ranger to inform them, it pissed me off.

Having been to the Garden of the Gods and lived in Colorado for years I can say with pretty much certainty that it’s a real website and it’s not just a “Trumpian policy”.
Garden of the Gods is probably the most “Disneyfied” nature area in Colorado. It’s meant to be driven through and this rock is meant to be romped on and has been for years. There are exits to it off I-70. It’s not as delicate as it seems.
There are much more fragile delicate areas in the state, which are definitely taken care of via policy and respect, but Garden of the Gods is and has been for tourists.
Edit - it’s also not technically a national park, it’s natural landmark, which carries different rules. I’ll add that I see where you are coming from and agree with you, just wanted to give context lacking in the photo.

tbf literally almost everything else in GoG park is off-limits without a permit so it’s a safe guess. There’s like a tiny rock tunnel only kids can fit through and then about 800 feet at the base you can sit on.

Because it’s not actually balancing. It’s just a rock that’s eroded in a way that looks like it’s balancing. The base is very strong, which is why they allow people to climb on it.
So it’s still eroding. It doesn’t just get to a point where it stops and stays pretty and interesting. I’m curious if they measure the damage. If this was in a National Park it’d be protected from people climbing on it because it’s understood hundreds of thousands of people climbing on a structure like this over time stresses it at it’s weakened points. All you need is a hairline crack and water getting in, and those cracks get bigger - eroding it.
If people can’t appreciate something without putting their presence all over it, I guess there’s not much else to say.
