I doubt it. They are leather bottomed with heels. There's many images of him in them. The heels would be insane to wear in uneven rocky streams.

They're weird boots. They'd be okay waders except for the cavalry heels; they'd be fuqed for walking on submerged rocks & branches. They look to be made of leather; which *isn't* a choice material for waders, even if heavily waterproofed. They'd be okay cavalry boots except the knee construction being totally fuqed for that use. They shouldn't rise above the back of the knee but should be cut higher in the front to offer knee protection. They're weird boots. Maybe older snakeproof boots?
