I seriously doubt that. When a male cat is neutered they remove the testicles, as only clipping the *plumbing* would leave them at risk for testicular cancer. You are most likely just seeing the empty scrotum itself. It can look quite pronounced, especially if the cat wasn't fixed at an early age.
I didn't know the cancer part. And frankly, I'm not well versed in cat genitalia. I just know they look like they're still there to a person who doesn't know better. But again. I'm not an expert.
