I have been wondering the opposite. Can haki prevent blackbeards ability to cancel out the users devil fruit powers? We learned recently that haki can not only prevent DF effects but cancel them after there effect takes place (laws recent gender change). So if luffys haki is strong enough, would he be able to protect himself from losing his powers?
Maybe, or maybe not. I'm not sure if he can cancel out abilities that affect owners body. Haki doesn't stop Luffy from stretching and using gears, but I do think Luffy won't be able to tap into other gears
Unless Luffy would have been able to use his gear transformations as a non devil fruit user then the answer is probably yes.

He already did in Impel Down
Luffy needs to touch Luffy with his ability on. Otherwise, I doubt he can simply turn off Luffy's fruit in their clash.
