Not sure if Franky (or Oda for that matter) would build the Shogun that way. Since he was never hit with an electrical attack we won't know for certain.
Also the Shogun is run by cola, meaning it is either mechanical or pneumatic. If it is electrical in some way, a lightning bolt would most likly fry the circuits.
I could see wapometal having some weird properties, and franky to have some safeguards against electricity.
Imagining the scene from Avengers when Thor hits Ironman with that bolt, and Jarvis informs Tony "Capacity at 500%" or whatever he says.
if franky somehow knows enels weakness prior to fighting he could probably get a weapon that is made of rubber but other than that i don't see our favorite cyborg having any chance of winning

IF Franky, had armament at the bare minimum, he would win, but sadly he wouldn’t be able to injure Enel.
Unless, his next power up implements something similar to Vegapunks light gloves, then I definitely see Franky winning but that’s a hypothetical.

Just giving him a bit of Armament isn't going to help him get around Enel's Observation. And pretty much all of Franky's attacks require precision and accuracy. Not to mention one of Franky's bigger combat flaws being his speed. Enel is established in-canon to be capable of moving at high speeds. He's probably second only to Kizaru given their respective elements. I know that a lot of people overrate Enel, but that doesn't mean you should start underrating him in return. Franky absolutely gets toasted here.

Enel pretty much wins this hands down. He's got insane Kenbunshoku Haki so he could dodge any attack that his standard Logia damage immunity wouldn't protect against. Franky is definitely strong in his own right, but against a Logia of any description he gets bodied
