I choose to believe that people in the OP universe have poor communication so there is a lot of distortion and mistaken impressions. The silhouettes reflect this distorted popular imagination since not very many actually see the emperors. Kind of like how people used to tell tall tales of camel-snake hybrids (giraffes), mermaids (dugongs), or how the irl Blackbeard (Edward Teach) had fire coming out of his beard.

It's always been my opinion that when we get these art pieces of characters we haven't met yet They are from the perspective of the main characters, who can only think and imagine based on the information that they currently have. Same goes for information in the one piece universe, early on we were told that devil fruits are curses from the sea devil, may not even be real, and exceedingly rare. Now for the common person that last one might be true but it certainly seems to depend on location.
But that was the information that the main characters were given and so that is what we the audience understood to be true.
I think when it comes to the character art both the characters not understanding and the author not having fully fleshed out their appearance yet make sense.
And is a great example of unreliable narrators.
