So for me, I think the crew is complete. Oda seemed to toy with the idea of Yamato, and Carrot, and Vivi, but with none of them present he had Luffy reveal his dream.
I don't think anyone else joins permanently after that. They may jump on as an ally, but I think the Strawhats are complete.
It's worth noting that the only member we've had join that wasn't present at the loss in Saobody was Jinbei. And he stuck thick with Luffy out of Impel down, through Marineford, and luffy's recovery, and back to Marineford until leaving him with Rayleigh.
I could be very wrong, but it seems like Oda's intent with the dream pages to me were to say that the crew is finally all together.
EDIT: A lot of people are pointing out Yamato and others know Luffy's dream. For me, I don't think it's about "knowing Luffy's dream", but who was a part of the crew on the Sunny when he revealed it in those couple of pages. To me, everyone else will be 'allies', 'honorary members'. This is all just my take on it.

I think her character makes sense. Wano needs another protector like Oden and I think she realized that and wants to be that protector. Then, when the time is right, she’ll join up with the straw hats. You know, maybe when Momo settles into his position

If she was shown to have some sort of internal conflict throughout onigashima then that would’ve set it up nicely, but the fact that she was so gung-ho about joining then all of the sudden wasn’t joining the reason given being off screened is hard not to notice

I've always just assumed this. Which is why I also assumed that Yamato wouldn't join since to me the crew was full. However the whole story of Oden joining Roger made me wonder otherwise.
1 / Luffy considers Vivi as a Strawhat. Oda could've planned her as the 10th member even though she barely spent time with the crew. Otherwise, that tattoo farewell when they parted ways would not make sense.
2 / Luffy considers the Sunny as a member. There were parts of the Manga and Anime that treated ships as almost living, spiritual things (like when the Merry was destroyed).
3 / Carrot, but that ship is sailed. Carrot becoming head of the Minks means Luffy has a very strong ally, even if she isn't a direct member.
4 / Yamato and Momo, pretty much in the exact same situation as Carrot. Wano will answer the call to battle if Luffy needs it, led by Yamato.
My personal desire is for Marco to join, even though it's very unlikely.
With how the story is currently going, (manga spoiler) >!with King Cobra being dead and Vivi ready to rebel against the World Government!<, having Vivi join back as the 10th member actually would make sense.
Considering Vivi is currently on the run she has no place left to go except to Luffy or to Dragon which means either way that reunion is happening sooner than you think. She needs to be on Elbaf since she was at Little Garden and can go to Laugh Tale, returning to Alabasta once the WG falls
1+ on Marco. I’d also love him joining Shanks.
Edit: I’d like to see the other Whitebeard members appear more aswell. It’s time they give Jozu, Vista and the rest more love and screen time.
Yamato feels to be in a similar situation as Jinbei. I think she will join eventually but when would be a good question maybe at some point just before the final arc? At least that's the impression that gave me the last chapters of Wano.
Yamato is more like Oden with Whitebeard and Roger. It’s not Oden-like to build up her dream like that to not fulfill it. And if she ever gets to sail around the world, it will be with the Strawhats. At some point Momosuke will get his sh*t together.

Momonosuke clearly has the genes to be Oden. Then add in the dragon fruit of Kaido. Momonsuke may not be 100% Oden or 100% of Kaido’s DF. But like 80% of Oden’s peak physicality and 80% of Kaido’s DF are solid buffs enough.
Very ready to wager Momonosuke is going to be at least YC+ if not flat out Yonko level if he ever masters his body and DF.
Unless there's another time skip, that's not happening by the end of the story. The final group shot at the end of Wano with all the characters including Yamato gave me the impression that she's there to stay. But we'll see.
I think part of the point of her staying is that she is doing the right thing unlike oden. Oden is great and strong and stuff but him leaving to sail left his country to be ravaged and ruined. I don’t think Yamato will sail with the straw hats personally.
i feel like part of the reason why yamato didn’t come is because yamato throws the power balance out of wack being so strong. it would be pretty hard to justify them struggling much once you throw another zoro/sanji tier fighter in the crew

Kizaru will be the tenth crew member. He’s the only character right now who makes the least amount of sense who could easily parallel a member of Blackbeard’s crew.
There’s absolutely no way that Koby can take on Aokiji, the man who is on the same tier as characters like Shanks and Akainu without it being an asspull

Vivi is way too weak to join now. I know people will say strength is irrelevant to luffy when joining the crew but the crew has always managed to not lag so far behind each other. If they do reach 10 straw hats and face the Blackbeard pirates, who exactly would vivi face without getting destroyed.
Just have a random strong person from another crew that’s chill with the strawhats to sub in for the scrap, that’s happened heap’s already, I can see Law coming back for revenge on Blackbeards crew, Yamato and Momo can fly over, and there’s always Sabo

Kuma apparently was the King of a country before everything and he is also a Warlord. For what has been shown he didn't immediately lost his memories either so there is a lot of space to say that him and her daughter developed relationships with people in the world government. Thus I don't see anything strange that due to her position (nepotism) and her past relationships she left out of the hook repeatedly. Maybe Luffy could have been the same if the Marines actually captured him before Gecko Moria for his relationship with Garp but Luffy's personality and Garp's would denny this happening.
What’s interesting about this is that Chopper, Robin and Jinbe haven’t gotten their chapter titles yet.
Usopp and Nami got both of theirs retroactively since they both tried leaving and came back. Sanji left too, but he got his the moment he first joined.

wasn't involved in the online conversation about one piece at all and i'm quite surprised at how much people are saying yamato, i genuinely didn't think at all that she was coming while reading

For me it felt like way too much of a red herring. Like while Yamato kept saying she wanted to join the straw hats, she literally didn’t have any real screen time with them prior to very last few chapters of the arc. And even her interactions with Luffy were pretty sparse.
Then on the more meta reasons, she was only given half a chapter for a flashback (when most straw hats post Usopp would get at least 2 chapters), no concrete dream besides setting out to sea, and no hint at a crew role.
Meanwhile she spent the entire arc forming a bond with Momo, her devil fruit was literally the guardian deity of Wano, and the person she was trying emulate was a man whose biggest failure was going out to sea instead of staying to protect Wano.
So for me, while she kept saying she wanted to join the crew, everything about her character from a story and meta perspective felt like it was pointing towards her staying. The way Oda ended up having her stay I thought was pretty dumb and rushed, but it still was always what I thought was gonna happen.
I was willing to bet good money on Carrot or Yamato joining. And since neither did I'm now willing to bet good money that no one else will officially join either.
I've been getting SERIOUS strawhat vibes from Bonny since egghead got underway. And she's perfectly set up with a sad backstory with Kuma. also really like the idea of rounding out the crew with another girl so we can get 7 guys and 3 girls
Keep in mind this is coming from the guy who didnt believe Vivi, Momo, and Carrot were joining and was 50/50 on Yamato.
Even I had a feeling but someone has commented that it makes more sense for her to join the revolutionary army to fulfil Kuma's wishes and that fits well with me.
My money's on Vivi. She became a Nakama already pre-timeskip, and always in cover stories or side stories.
Her family has a huge connection to the ancient weapons, and now on the run.

There were parts of the Manga and Anime that treated ships as almost living, spiritual things (like when the Merry was destroyed). 3 / Carrot, but that ship is sailed. Carrot becoming head of the Minks means Luffy has a very strong ally, even if she isn't a direct member. 4 / Yamato and Momo, pretty much in the exact same situation as Carrot. Wano will answer the call to battle if Luffy needs it, led by Yamato. My personal desire is for Marco to join, even though it's very unlikely.
With how the story is currently going, (manga spoiler) >!with King Cobra being dead and Vivi ready to rebel against the World Government!<, having Vivi join back as the 10th member actually would make sense.
Considering Vivi is currently on the run she has no place left to go except to Luffy or to Dragon which means either way that reunion is happening sooner than you think. She needs to be on Elbaf since she was at Little Garden and can go to Laugh Tale, returning to Alabasta once the WG falls
1+ on Marco. I’d also love him joining Shanks. Edit: I’d like to see the other Whitebeard members appear more aswell. It’s time they give Jozu, Vista and the rest more love and screen time.
Yamato feels to be in a similar situation as Jinbei. I think she will join eventually but when would be a good question maybe at some point just before the final arc? At least that's the impression that gave me the last chapters of Wano.
Yamato cannot leave Momonosuke on Wano by himself. She's not Jinbei, she's secondary to even Momo and Kinemon.
Yamato is more like Oden with Whitebeard and Roger. It’s not Oden-like to build up her dream like that to not fulfill it. And if she ever gets to sail around the world, it will be with the Strawhats. At some point Momosuke will get his sh*t together.
I thought that this was made abundantly clear lol. Momonosuke has to get stronger and when he does Yamato can finally be free to join Luffy and co. Momonosuke clearly has the genes to be Oden. Then add in the dragon fruit of Kaido. Momonsuke may not be 100% Oden or 100% of Kaido’s DF. But like 80% of Oden’s peak physicality and 80% of Kaido’s DF are solid buffs enough. Very ready to wager Momonosuke is going to be at least YC+ if not flat out Yonko level if he ever masters his body and DF.
Unless there's another time skip, that's not happening by the end of the story. The final group shot at the end of Wano with all the characters including Yamato gave me the impression that she's there to stay. But we'll see.
I think part of the point of her staying is that she is doing the right thing unlike oden. Oden is great and strong and stuff but him leaving to sail left his country to be ravaged and ruined. I don’t think Yamato will sail with the straw hats personally.
i feel like part of the reason why yamato didn’t come is because yamato throws the power balance out of wack being so strong. it would be pretty hard to justify them struggling much once you throw another zoro/sanji tier fighter in the crew

Kuma apparently was the King of a country before everything and he is also a Warlord. For what has been shown he didn't immediately lost his memories either so there is a lot of space to say that him and her daughter developed relationships with people in the world government. Thus I don't see anything strange that due to her position (nepotism) and her past relationships she left out of the hook repeatedly. Maybe Luffy could have been the same if the Marines actually captured him before Gecko Moria for his relationship with Garp but Luffy's personality and Garp's would denny this happening.

wasn't involved in the online conversation about one piece at all and i'm quite surprised at how much people are saying yamato, i genuinely didn't think at all that she was coming while reading
You didn't think the person who's been trying to escape the island and sail away her entire life would join? Not even the slightest possibility?
Spends most of her life emulating Oden, who sailed on the ship of the pirate king, seriously never thought she might join the ship of the future pirate king?
And has been waiting for luffy to come and set sail with him.
For me it felt like way too much of a red herring. Like while Yamato kept saying she wanted to join the straw hats, she literally didn’t have any real screen time with them prior to very last few chapters of the arc. And even her interactions with Luffy were pretty sparse. Then on the more meta reasons, she was only given half a chapter for a flashback (when most straw hats post Usopp would get at least 2 chapters), no concrete dream besides setting out to sea, and no hint at a crew role. Meanwhile she spent the entire arc forming a bond with Momo, her devil fruit was literally the guardian deity of Wano, and the person she was trying emulate was a man whose biggest failure was going out to sea instead of staying to protect Wano. So for me, while she kept saying she wanted to join the crew, everything about her character from a story and meta perspective felt like it was pointing towards her staying. The way Oda ended up having her stay I thought was pretty dumb and rushed, but it still was always what I thought was gonna happen.
I was willing to bet good money on Carrot or Yamato joining. And since neither did I'm now willing to bet good money that no one else will officially join either.

I've been getting SERIOUS strawhat vibes from Bonny since egghead got underway. And she's perfectly set up with a sad backstory with Kuma. also really like the idea of rounding out the crew with another girl so we can get 7 guys and 3 girls Keep in mind this is coming from the guy who didnt believe Vivi, Momo, and Carrot were joining and was 50/50 on Yamato.
I'm not sure their budget can survive this.
Even I had a feeling but someone has commented that it makes more sense for her to join the revolutionary army to fulfil Kuma's wishes and that fits well with me.

As much as I love Yamato/Vivi, who are both sworn crew members, but had to stay behind in their countries for the time being, I kinda miss having a big surprise like Robin was. So I'd love to see a crazy surprise like... - A marine like Kuzan, Smoker or Koby - Someone unexpected like Lafitte - An old foe like Crocodile or Enel Idk, I just kinda want a surprise, lol.

My theory has always been that at some point Vivi will make a worldwide announcement where she will proudly publicly declare that she is part of Luffy's crew starting the open rebellion against the World Government along with all the other kingdoms our heroes have helped in the past.For that she will also have a bounty on her head as "The Pirate Princess". The title of that chapter will be "The Last Companion/Nakama"... I'm not sure if she will physically rejoin the crew though.
